Niche.com has revealed its new 2017 rankings of the “Best Places to Live” in New York. Niche.com is a website that helps the public discover appropriate schools and neighborhoods based upon analysis of public data sets and millions of reviews to produce comprehensive rankings, report cards, and profiles for K-12 Schools, Colleges, and Places to Live. To arrive at the rankings, Niche.com takes several weighted factors into consideration, such as the quality of local schools, crime rates, housing trends, employment statistics and access to amenities. All Niche reviews and data are scored and standardized so that each location is comparable and then each location is assigned to a cohort based on population and urban clustering.

Each location is then ranked against all other places in its cohort both overall and by key attributes. Grades are assigned on an A+ to D- scale based upon how each location performs compared to all other places included in the ranking. In the Hudson Valley, 24 communities received A+ grades and only four received a grade less than a B-, as set forth below:

Legoland Developments

As covered in our March 17th blog (Orange County Legoland Project & New York Labor Law Concerns), a new Legoland theme park in Goshen, New York is proposed to be built on 140 acres of a 523-acre site with a theme park including rides and attractions, an aquarium, restaurants and a hotel. The proposal projects Legoland would generate average annual sales tax revenue of $1.3 million for Goshen and $9.4 million for Orange County over the next 30 years. Developer Merlin Entertainments has recently proposed additional community benefits as a result of discussions with Goshen Town Board members.

The benefit provisions will be included in a Host Community Benefit Agreement that the Goshen town board will vote on. In the coming weeks, Merlin Entertainments will submit a final Environmental Impact Statement, which will answer the questions that have been raised by the community and  also include plans for a reconfigured Exit 125 on Route 17, to be used for the park instead of the main Goshen exit of 124 Merlin will pay $40 million toward the Exit 125 revamp. Over 30 years, Goshen is anticipated to receive about $71 million in revenue from a host community fee and PILOT (payment in lieu of taxes, payments and tax payments). In a statement included in a Merlin Entertainments press release, Goshen Town Supervisor Doug Bloomfield says, “The addition of these most recent benefits again shows that Legoland is doing more than its part in being a good corporate neighbor and truly benefiting the community in a substantial and meaningful way.”

The Goshen town board still has to vote on two proposed laws to make the Legoland viable. One is a proposed law amending the zoning code to create a commercial recreation overlay zoning district to allow a commercial recreation facility. The second is a proposed law to amend the comprehensive plan to allow for commercial/tourism recreation uses in certain areas. If all approvals are granted and the project moves forward, Legoland officials say a 2019 timeline for the park’s opening still stands.
